EPA Issues Effluent Guideline Review

The Trump EPA continues its impressive going-out-the-door rulemaking effort with this review of effluent guidelines and pretreatment standards, the so-called Effluent Guideline Program Plan 14, under CWA section 304(m). The rulemaking is scheduled to publish in the Federal Register tomorrow. I have not yet had a chance to review this latest in a tidal wave of rulemakings coming out of the EPA and the Corps. If history is our guide, expect controversial findings and changes.
